Many people are allergic to one or more of the ingredients used in perfumery. For this reason, before purchasing a perfumery product, they need to check labelling to find out which substances or ingredients within the fragrance have a potential allergenic effect.
In 2023, the European Commission amended, with the publication of the Regulation (EU) 2023/1545, the existing section on allergen labelling in fragrances already existing in the Regulation 1223/2009 on cosmetic products, which regulates the perfumery market in the Eurozone. And soon this new regulation will enter into force.

Allergen labelling in fragrances: regulatory changes on the horizon
On 26 July 2023, the European Commission published the Regulation (EU) 2023/1545 amending Regulation (EC) No 1223/2009 of the European Parliament and of the Council as regards labelling of fragrance allergens in cosmetic products. This new regulation was published, essentially, to amend and update the section on allergen labelling in perfumery products.
The Regulation (EU) 2023/1545 The new Regulation will enter into force next year. 31 July of 2026, There are therefore only a few months left to make the necessary changes to the labelling of fragrance allergens if we want our perfumery products to comply with the new Regulation and, consequently, to be marketed in the Eurozone.

Allergen labelling in perfumery: an extended list of up to 81 ingredients
The Regulation (EU) 2023/1545 amends the Regulation (EC) No 1223/2009, by making it compulsory to declare on the labelling of cosmetic products a extended list of up to 81 fragrance allergens, instead of the previous 26. All in all, this list, recently extended to 81 ingredients, aims to contribute to to prevent reactions such as contact allergies, by requiring perfumery articles to have a greater transparency on the ingredients and offer a more comprehensive consumer information.
Therefore, we should not see this new regulation as a threat to the perfume industry, but as an opportunity to better inform the consumer about the composition of fragrances. As of now, the following have been included 55 new substances to the list of those that must be declared on the allergen labelling of a perfume product. And perfume manufacturers are given two years to phase out all stock already manufactured and packaged according to the old standard.
The deadlines for implementation of the new Regulation (EU) 2023/1545 will be:
- From 16 August 2026: Products placed on the market for the first time will have to comply with the new labelling.
- From 16 August 2028: All products placed on the market must comply with the new labelling.
