In the 2nd quarter of 2020, more than 500 consumer products have been notified through alerts issued by the European Commission's RAPEX system. RAPEX alerts are a consumer-oriented EU mechanism whereby national authorities submit category-by-category listings of articles that have been recalled in and within their borders.

Rapex Report 2nd Quarter 2020 - The Gabinete Técnico Farmacéutico M. Camps for more than four years now, has been producing a weekly report on the alerts issued by the European Commission's Rapex system.
Our office also produces quarterly and half-yearly reports detailing the evolution of the sector, as well as its weight within the Rapex alerts. It also monitors cosmetic products and tattoo inks withdrawn by EU national authorities.
In the Rapex Report 2nd Quarter 2020 You will find both the data on cosmetics that appear in the Rapex Report, both those published within the cosmetics category, as well as any other cosmetic item that, for some reason, has been classified under another category.
To facilitate the understanding of the data, we have generated statistical graphs based on the data collected. In this way we hope, on the one hand, to contribute to a better understanding of the data. increased understanding of EU mechanisms to ensure the safety of cosmetic products, y to give a voice to the performances which are carried out in order to ensure the safety of consumers.

Articles withdrawn across the EU
The Rapex Report 2nd Quarter 2020 provides a compilation of the data published through the 13 alerts Rapex, published by the European Commission every Friday morning during that period.
From April to June 2020 (see Table 1), the EU national authorities have notified the withdrawal of a total of 506 items. All of them have been banned because they did not meet the safety requirements for consumers in the Eurozone.
Articles withdrawn within the category Cosmetics
- Within the category of cosmetics, a total of 20 items, most of them in the month of June (see Table 2).
- Number of alerts stabilises published in the sector, after a very complicated 1st Quarter, in which more than 40 alerts were notified.
- All withdrawals state the reason why the article in question does not comply with Regulation 1223/2009 on cosmetic products.
- Cosmetics have been published in other categories of the report, which are not reflected in Table 2. .
Cosmetic Products withdrawn by the Rapex System during the 1st Quarter 2020
- After cross-checking our data with Rapex alerts, GTF has detected the recall of 4 cosmetic items, within the toy category, in the month of May.
- The items in question were 4 sets of children's bath bombs, which were withdrawn because they had the appearance of foodstuffs. And therefore, not complying with the Cosmetic Products Regulation 1223/2009.
- We interpret the misclassification as being due to the fact that the product is aimed at a child audience. And that it is for this reason that the national authorities decided, in our view wrongly, to classify these articles as toys.
Rapex Report 2nd Quarter 2020: tattoo inks withdrawn
- Only the following have been published 2 alerts related to the tattoo inks (See Table 4).
- It is a rather low figure, This contrasts sharply with that of Q1 2020 (in which 15 inks were removed).
- The tattoo inks The products listed in the report originated in the USA, and were manufactured by the following brands Eternal Ink e Intenze.
- These are two companies that appear frequently in the «Chemicals» category of the Rapex System, from which we can deduce that the authorities are failing to curb imports of their products.
- Among the reasons for withdrawal, these tattoo inks agree that:
- contain ingredients that may cause skin irritation or infection.
- contain ingredients considered carcinogenic by the European authorities.
Share of cosmetic articles in total products notified by the Rapex System
- The cosmetic articles (4,7%) and the tattoo inks (0.4%) have generated just over 5% of Rapex alerts. This is a low number, somewhat below the average we are used to (between 6 and 8%) and well below the percentage of Q1 2020, which was almost 10%.
- As can be seen from this graph, it can be stated that cosmetic products and tattoo inks are not among the most affected sectors in terms of product safety. Spanish authorities return to RAPEX alerts!
After a year of absence in the Rapex alerts, probably due to the successive changes of government in Spain, in the last week of June, the Spanish authorities have once again published alerts.
We believe this is great news, and above all, we thank the Government for finally ending this silence of almost 1 year. In addition, we hope to continue to discuss the articles withdrawn by the Spanish authorities during the next quarter.
