Rapex Report April 2019- The first week of the month was quiet on Rapex alerts. Across the EU, 27 products have been recalled, only one of them cosmetics. In this case, it was a body cream containing an ingredient that should only be used under medical prescription. Two tattoo inks were also recalled for containing aromatic amines.

In the second week, the number of recalls in the EU rose dramatically, with 47 products notified. However, the Spanish authorities continue to fail to notify products in any sector, which is somewhat worrying.
The number of recalls in cosmetics and tattoos were the same as in the previous report. One shower gel for microbiological risk and 2 tattoo inks for containing aromatic amines.

Rapex Report April 2019 - In the third week of March, 42 products were notified through Rapex alerts, although none of them at the request of the Spanish authorities.
2 cosmetics, a make-up set in the form of a marker pen, containing MI and MCI, and a face mask containing traces of zirconium, barium and lead were recalled. In addition, up to 4 tattoo inks were recalled for containing carcinogenic ingredients.

In the 4th and last report in April only 19 items were withdrawn from the EU market. There is still no sign of life from the Spanish authorities (in any product category).
The cosmetics sector was spared from the bans. However, in the field of tattoos - or permanent make-up, according to European legislation - 3 inks were withdrawn because they contain aromatic amines and are potentially carcinogenic.
Final considerations
The number of cosmetics recalls in the EU was not particularly high in April, which is good news, and a sign that companies in the euro area are scrupulously complying with the rules.
However, we are concerned about the silence of the Spanish authorities. After all, we are all aware that there are products on the market, in all sectors, that do not comply with European and national regulations. And therefore, the lack of notifications is due:
- to less border control
- failure to notify the Rapex system of recalled products
- to fewer quality controls on the national market
What is certain is that, using common sense, it is impossible to believe that all companies operating in Spain, and in all sectors, have a 100% of compliance with European and national regulations.
Also alarming is the number of tattoo inks with carcinogenic ingredients - in most cases, aromatic amines - that have recently been recalled at borders. This is all the more so given that most of these items come from the US, where their use and marketing is permitted.
